Founder and Executive Director of CIJA

Dr William (Bill) Wiley has twenty-nine years’ experience as an international criminal investigator, intelligence analyst and legal advisor, secured in wars and post-conflict situations in the Middle East, Africa, Asia and Europe. He has served with the war crimes section of the Department of Justice of Canada, the International Criminal Tribunals for the former Yugoslavia and Rwanda, the International Criminal Court (where he was the Court’s first investigator) and the United States Department of Justice, which assigned him to the Iraqi High Tribunal during the trials of Saddam Hussein and erstwhile leading Baathists. In 2012, Wiley founded and continues to lead the Commission for International Justice and Accountability (CIJA), a publicly funded foundation whose mission is to support public sector law enforcement authorities in the collection of evidence in high-risk sectors within which the CIJA’s public-sector partners enjoy limited (if any) freedom of movement. The CIJA is engaged currently in Syria, Iraq, Ukraine and elsewhere. Prior to commencing his career in the field of international criminal and humanitarian law, Wiley was an infantry officer in the Canadian Army.
