Issam Yousif is a seasoned international development expert with deep specialization in program and project management, monitoring and evaluation (M&E), learning systems, proposal and report writing, strategic planning, and human resource development. With extensive experience in USAID-funded and UN agency projects, he is recognized for his ability to lead M&E systems, facilitate evaluations, manage large-scale programs, and drive evidence-based decision-making. He has worked with a broad range of international organizations including UN Women, UNESCO, UN-Habitat, the World Bank, MSI, Blumont (known as IRD then), and Chemonics International (US and UK divisions). His technical strengths include vocational education and training (TVET), renewable energy, governance, gender equality, competitive analysis, MEL, procurement, budgeting, and career development initiatives.
